If you want to bid as a prime contractor on a WYDOT highway job, the first gate is prequalification with the State Construction Office. WYDOT treats this as a contractor-capacity review, not as a simple certificate you pick up on the side.


What WYDOT reviews


The current PQ-2 instructions say the sworn questionnaire has to show the contractor's financial ability, adequacy of equipment, organization, and past experience, along with any other information WYDOT needs to judge the company's status accurately. In practice, WYDOT is deciding what work classes and bidding capacity the business can responsibly carry.


What to prepare before filing


The financial statement is the document that usually carries the most weight. WYDOT says it must come from the company's accounting firm and cannot be more than 15 months old from the contractor's fiscal year end. The filing also runs with the separate EEO affidavit and the equipment and classification information entered through the iCX workflow.


How the process works


Highway prequalification runs through WYDOT iCX. WYDOT also publishes the main prequalification page and a current sample PQ-2 packet so contractors can see the structure before starting the live submission. Keep the file current. WYDOT relies on the contractor's current financial and work-classification record when deciding whether the company can bid and how much work it can take on.


If WYDOT limits or denies the filing


A contractor that disagrees with the assigned prequalification amount or work classification can appeal in writing within 30 days. The Prequalification Committee then has 30 days to hear the appeal, and WYDOT says the applicant must be notified of the committee's findings within 10 days after the informal hearing.


Practical takeaway


The common mistake is treating prequalification like a one-page registration instead of a capacity review. Thin financials, weak equipment support, or a light project-history record can push the approved amount or work classes below what the contractor expected, which directly affects what the company can pursue.
