Maryland Asbestos Abatement Contractor License
The Maryland Department of the Environment (MDE) licenses asbestos abatement contractors under COMAR 26.11.21. Any firm removing, encapsulating, or disturbing regulated asbestos-containing material (RACM) in Maryland must hold an active MDE contractor license before work begins.
Annual Renewal — $625 for Firms with Three or More Employees
Under COMAR 26.11.21.10B, the annual fee is $0 for firms with two or fewer employees and $625 for firms with three or more. The same fee applies at renewal per COMAR 26.11.21.12(B)(2). File at least 30 days before expiration — lapsed licenses require a late-renewal process, not a standard renewal.
24-Hour Initial Course Required — 4-Hour Annual Refresher at Renewal
Workers must complete a 24-hour EPA-approved initial course before their first asbestos project; supervisors must complete a 32-hour initial course per COMAR 26.11.21.05(C). Both workers and supervisors must also complete an annual 4-hour review course per COMAR 26.11.21.05 — MDE verifies these certificates at renewal, so keep them current.
Penalties Up to $25,000 Per Day Per Violation
Unlicensed asbestos work in Maryland carries civil penalties up to $25,000 per day per violation under Maryland Code, Environment Article § 2-610. Each day the violation continues is a separate violation. Willful violations may trigger criminal referral.
Statewide License for All RACM Removal and Encapsulation
A licensed asbestos abatement contractor can disturb, remove, and properly dispose of RACM in any building in Maryland. The license is statewide and covers both residential and commercial projects involving regulated quantities of asbestos-containing material.
