Iowa HVAC Service Technician Specialty License


The Iowa Plumbing and Mechanical Systems Board (PMSB) issues this specialty license for technicians who service and repair existing HVAC equipment under Iowa Code Chapter 105. The scope is narrow: work from the appliance shutoff valve to the appliance itself, including component replacement, disconnection and reconnection, and shutoff valve installation up to three feet from the unit. New HVAC system installations and major alterations are not authorized — those require a full Journeyperson or Master HVAC-Refrigeration license.


Who Qualifies


Applicants must be at least 18 years old and hold one of the following credentials, which the PMSB accepts as evidence of competency:


  • NATE (North American Technician Excellence) certification
  • RSES Certified Member designation
  • HVAC Excellence certification
  • Associate degree in HVAC/R technology from an accredited program, or a board-approved equivalent

Fee and Renewal


  • Fee: $50 for a 3-year term; prorated for applications filed mid-cycle. Paper applications add a $25 surcharge.
  • Renewal cycle: every three years; licenses expire June 30
  • Late renewal: A 30-day grace period runs through July 31. After that, the PMSB charges $60 for August renewals and $100 from September 1 through June 30 of the following year. Licenses lapsed more than a year require a new application or completion of current continuing education requirements.
  • Continuing education: 8 hours per 3-year cycle — 2 hours Mechanical code, 4 hours HVAC/R discipline, and 2 hours Iowa Occupational Health & Safety

Penalties for Unlicensed Work


Performing HVAC service work without this license violates Iowa Code Chapter 105. The PMSB may impose civil penalties (§105.27), seek injunctive relief (§105.26), and enforce through administrative proceedings (§105.28).
