Iowa Construction Contractor Registration
Iowa Code Chapter 91C requires every contractor earning at least $2,000 per year from construction work to register with the Department of Inspections, Appeals, & Licensing (DIAL). The requirement is broad — general contractors, subcontractors, and specialty tradespeople (carpenters, roofers, painters, and similar) must each register independently. A subcontractor cannot operate under a general contractor's registration.
Who Must Register
Any individual or business that performs construction work in Iowa and earns $2,000 or more per year must register. Subcontractors register separately; they are not covered by a general contractor's registration or bond.
Trades regulated by separate boards — plumbing, mechanical, HVAC-refrigeration, sheet metal, and hydronic systems — also require a specialty license from the Iowa Plumbing and Mechanical Systems Board in addition to this registration.
Bond and Insurance Requirements
- Surety bond: Out-of-state contractors must file a $25,000 bond with DIAL. A branch office in Iowa does not exempt a contractor from this requirement.
- Workers' compensation: Required if you have employees
- Unemployment insurance number: All registrants — in-state and out-of-state, regardless of employee count — must obtain an Iowa unemployment insurance account number before registering
Application and Renewal
The $50 annual fee is non-refundable. Applications may be submitted online or by mail; credit card and ACH payments will not be accepted by phone. DIAL sends a renewal notice by mail or email the month before expiration.
Penalties for Unregistered Work
DIAL enforces Chapter 91C registration requirements. A first violation carries a citation of up to $500; each subsequent violation carries a citation of up to $5,000.
