Iowa Plumbing Contractor License
The Iowa Plumbing and Mechanical Systems Board (PMSB) issues the Plumbing Contractor license to businesses that provide plumbing services on a contractual basis. Beginning with the 2026 renewal cycle, contractor licensure and registration have been combined into a single three-year application and renewal process.
What This License Authorizes
A Plumbing Contractor license authorizes the holder to contract for and perform plumbing installations, alterations, and repairs throughout Iowa. The contractor must have a master of record — a person holding an active Master Plumber license who is responsible for the quality and code compliance of all plumbing work.
Bond and Insurance Requirements
- Surety Bond: $5,000 minimum performance bond required, filed with the PMSB
- General Liability Insurance: Minimum $500,000 coverage from an Iowa-licensed insurer
- Workers' Compensation: Required if the contractor has employees
Application Process
The combined contractor license and registration fee is $380 for a full three-year term (prorated based on application date). Paper applications incur an additional $25 processing fee. Applicants must demonstrate they hold or employ someone with an active Master Plumber license, maintain a permanent place of business, and provide proof of insurance and bonding.
Renewal Process
- Renewal Period: Every 3 years (next expiration: June 30, 2029)
- Renewal Fee: $380 (combined license and registration)
- Continuing Education: 8 hours of classroom instruction required per three-year licensing term
- Grace Period: Approximately 30 days after expiration to renew without additional penalties
Consequences of Operating Without a License
Operating as an unlicensed plumbing contractor violates Iowa Code Chapter 105. The PMSB may issue cease-and-desist orders, impose administrative penalties, and initiate license revocation proceedings against violators.
