Iowa HVAC-Refrigeration Contractor License
Any business that contracts for HVAC or refrigeration system installation, alteration, or repair in Iowa needs a contractor license from the Iowa Plumbing and Mechanical Systems Board (PMSB) under Iowa Code Chapter 105 — along with a separate contractor registration under Chapter 91C. Operating without both exposes the business to civil penalties, injunctive action, and license revocation.
Prerequisites Before Applying
Three requirements must be satisfied before the PMSB will approve a contractor application:
- Master of record: The applicant must hold an active Master HVAC-Refrigeration license or employ someone who does. A master may serve only one contractor per discipline at a time without prior board approval.
- Surety bond: $5,000 minimum for Iowa-based contractors; $25,000 for out-of-state contractors. The bond must be issued by an Iowa-licensed surety.
- Public liability insurance: $500,000 minimum. Workers' compensation coverage is required if the contractor has employees.
Fees and Renewal
- Full 3-year fee: $400 — $250 for the license plus $150 for the contractor registration. Paper applications add a $25 surcharge. Applying for multiple mechanical licenses on the same day qualifies for a discount on the license fee portion.
- Renewal cycle: every three years; licenses expire June 30 (next cycle: June 30, 2029). Licenses lapsed more than one year cannot be renewed — a full new application with all supporting documents is required.
- Late renewal fee: $100
- Continuing education: 8 hours per cycle — 2 hours Mechanical code, 4 hours HVAC/R discipline, 2 hours Iowa Occupational Health & Safety. Up to 4 of the 8 hours may be completed online; at least 4 must be in-person.
Penalties for Unlicensed Contracting
The PMSB may seek an injunction (§105.26), impose civil penalties (§105.27), and initiate enforcement proceedings (§105.28). Denial, revocation, or suspension of any existing licenses may also result (§105.22).
