Idaho Public Works Contractor License (Unlimited)
The Idaho Public Works Contractors License Board, under DOPL, licenses contractors who bid on and perform publicly funded construction projects valued at $50,000 or more. The Unlimited class has no maximum bid limit and is the highest tier.
What This License Authorizes
Unlimited Public Works Contractors may bid on and perform any state or municipal publicly funded construction project regardless of dollar value. This includes roads, bridges, schools, government buildings, and other public infrastructure.
License Classes
Idaho offers seven classes: Unlimited, AAA, AA, A, B, CC, and C. The class is determined by the company's net worth and working capital. Unlimited is the highest tier with no bid cap.
Insurance Requirements
- General Liability Insurance: Required per project specifications
- Workers' Compensation: Required if you have employees
- No surety bond is required by the licensing board (individual project performance bonds may be required by contracting agencies)
Examination
Applicants must pass the Idaho Public Works Contractor examination administered by DOPL. The exam fee is $75 (non-refundable). A score of 70% or higher is required to pass.

Consequences of Operating Without a License
Performing public works construction valued at $50,000 or more without a valid license violates Idaho Code Title 54, Chapter 19. Penalties include fines, potential contract voidability, and disqualification from future public project bids.
