Rhode Island General Contractor Registration

The Rhode Island Contractors' Registration and Licensing Board (RICRLB) requires all contractors and subcontractors engaged in building, remodeling, repairing, or demolishing residential or commercial structures to hold a valid General Contractor Registration.

Who Must Register

Anyone performing, offering to perform, or bidding on construction work in Rhode Island must be registered. This includes general contractors, subcontractors, and specialty trades such as ceramic tilers, drywall installers, fence installers, flooring installers, masons, painters, roofers, siding installers, and swimming pool installers. Employees of registered contractors and homeowners working on their own residences are exempt.

Application Requirements

  • Pre-Registration Course: First-time applicants must complete a state-approved 5-hour pre-registration course (exempt if working exclusively on commercial structures)
  • Application Fee: $150
  • General Liability Insurance: Minimum $500,000 per occurrence, naming RICRLB as certificate holder
  • Workers' Compensation: Required if you have employees, naming RICRLB as certificate holder
  • Government-Issued ID: Driver's license, state ID, passport, or military ID
  • Business Entity Registration: LLCs, corporations, and incorporated entities must provide a Business Identification Number from the RI Secretary of State

Renewal Process

  • Renewal Period: Every 1 year
  • Renewal Fee: $150
  • Late Fee: $50 for expired registrations
  • Continuing Education: 2.5 hours of state-approved continuing education (exempt if working exclusively on commercial structures)
  • If registration has lapsed for more than one year, applicants must complete the full 5-hour pre-registration course again

Insurance Requirements

  • General Liability Insurance: Minimum $500,000 per occurrence
  • Workers' Compensation: Required if you have employees
  • Both must name RICRLB as the certificate holder

Consequences of Operating Without Registration

Operating as an unregistered contractor in Rhode Island is a misdemeanor for first and second offenses, punishable by up to one year imprisonment and fines up to $1,000. A third or subsequent violation is a felony with up to two years imprisonment and fines up to $2,000. Administrative penalties of up to $5,000 for a first offense and $10,000 for subsequent offenses may also be assessed.
