Oklahoma Commercial Roofing Contractor Endorsement
Oklahoma roofing contractors who work on commercial buildings must add a Commercial Roofing Endorsement to their base registration — passing a CIB exam is the key gate.
The Endorsement Extends Your Registration to Commercial Jobs
The base roofing contractor registration covers residential work only. The Commercial Roofing Endorsement, issued by the Oklahoma Construction Industries Board (CIB), authorizes roofing-related services on commercial properties throughout Oklahoma. You need both the registration and the endorsement to take commercial jobs.
Pass the CIB Exam and Carry $1M Insurance to Qualify
To earn the endorsement, pass the Commercial Roofing Endorsement certification exam administered by the CIB. First exam failures may retest after 30 days; subsequent failures require a 90-day wait.
You must carry a minimum $1,000,000 commercial general liability policy that specifically names roofing work as a covered operation, with the CIB listed as certificate holder. Workers' compensation coverage is also required unless you hold a valid exemption.
Annual Renewal at $100 With 4-Hour CE Every 3 Years
- Application: $230 ($30 application filing fee + $200 initial endorsement fee)
- Renewal: $100 annually, renewed on the same cycle as the base registration
- Continuing Education: 4 hours every 3 years (36 months), beginning three years after passing the endorsement exam
Violations Trigger Escalating CIB Citations — Up to $5,000 on the Third Offense
The CIB issues administrative citations for performing commercial roofing without a valid endorsement (OAC 158:85-10-1):
- First violation: $500 administrative citation
- Second violation: $1,000
- Third violation: up to 5% of the commercial job value, not to exceed $5,000
- Subsequent violations: revocation of registration and endorsement
The CIB may also refer violations to the district attorney's office for misdemeanor prosecution.
