Ohio Plumbing Contractor License

OCILB issues the state plumbing contractor license under R.C. 4740. Ohio does not have a state general contractor license, but plumbing — alongside electrical, HVAC, refrigeration, and hydronics — requires a state credential from the Ohio Construction Industry Licensing Board.

Who qualifies to sit for the exam

R.C. 4740.06 sets four conditions:

• at least 18 years old;
• U.S. citizen or legal resident with valid documentation;
• five years as a tradesperson in plumbing immediately before filing — W-2s or IRS Schedule Cs accepted as experience documentation; and
• contractor's liability insurance of at least $500,000, including completed-operations coverage, in the applicant's name.

Registered Professional Engineers with three or more years of construction industry experience may qualify through an alternative pathway.

What the license costs to obtain and renew

Board fees set by OAC 4101:16-2-09:

• Exam application fee: $25 (paid to OCILB)
• License issuance fee: $25 (paid to OCILB after passing)
• Annual renewal: $60
• Triennial renewal (Compliant Contractor Program): $180

The testing vendor sets and collects the exam fee separately — OCILB does not set this amount. File through the eLicense portal at elicense4.com.ohio.gov.

Continuing education — 10 hours per year

OAC 4101:16-2-08 requires 10 classroom hours each year for plumbing licensees. Unlike the electrical license, the plumbing rule imposes no trade-specific code-hour mandate — all 10 hours may come from any specialty-section-approved course covering health, safety, business, or plumbing trade topics.

What happens if renewal slips

OAC 4101:16-2-09 sets the late renewal fee at up to $120 (not more than double the $60 annual renewal fee per R.C. 4740.06). Separately, OAC 4101:16-2-08 specifies that CE not completed by the expiration date triggers automatic suspension without board action; the contractor has one year to reactivate before the license is automatically revoked.

State license and local registration

ORC 4740.12 explicitly preserves the right of local political subdivisions to require contractor registration and collect registration fees, provided they also require OCILB licensure. Plumbing contractors working across Ohio cities should confirm whether each municipality requires a separate local registration alongside the state OCILB license.

Why this page matters

The plumbing license scope tracks the same commercial definition as other OCILB trades: construction projects involving buildings subject to Chapter 3781, with residential buildings excluded from the statutory definition (R.C. 4740.01). Additionally, the local-registration clause (ORC 4740.12) makes Ohio plumbing licensing materially different from states where the state license fully preempts local requirements.
