New Jersey Home Improvement Contractor Registration
The New Jersey Division of Consumer Affairs administers the Home Improvement and Home Elevation Contractor Licensing Act (P.L. 2023, c.237), which requires all home improvement contractors to register before performing work on residential properties. This is the primary state-level contractor registration in New Jersey.
Requirements
- Registration: Must register with Division of Consumer Affairs
- Insurance: General liability insurance required (minimum $500,000 per occurrence); workers' compensation insurance required (unless exempt as a sole proprietor with no employees)
- Compliance Bond: Surety bond required (effective April 2025)
- Business Registration: Valid NJ business registration required
- Application Fee: $90
Compliance Bond Tiers
P.L. 2023, c.237 introduced mandatory compliance bonds with tiered amounts based on contract values:
- $10,000 bond: Single contracts under $10,000 or annual totals below $150,000
- $25,000 bond: Single contracts $10,000–$25,000 or annual totals $150,000–$750,000
- $50,000 bond: Single contracts over $120,000 or annual totals exceeding $750,000

Scope of Work
Registered home improvement contractors may perform renovation, modernization, alteration, repair, and improvement of residential properties including painting, roofing, siding, and general remodeling.
Penalties for Non-Compliance
Operating without registration is a violation of the Home Improvement and Home Elevation Contractor Licensing Act. Fines range from $10,000 for first offenses to $20,000 for subsequent violations. Contracts with unregistered contractors are voidable by the homeowner.
