New Jersey Home Elevation Contractor Registration
The New Jersey Division of Consumer Affairs administers the Home Improvement and Home Elevation Contractor Licensing Act (P.L. 2023, c.237), which includes requirements for home elevation contractors. Contractors who raise homes above flood levels must register with the state.
Requirements
- Registration: Must register with Division of Consumer Affairs
- Insurance: General liability and workers' compensation insurance required
- Compliance Bond: Surety bond required (effective April 2025)
- Experience: Documented home elevation experience required
- Business Registration: Valid NJ business registration required
- Application Fee: $110
Compliance Bond Tiers
P.L. 2023, c.237 introduced mandatory compliance bonds with tiered amounts based on contract values:
- $10,000 bond: Single contracts under $10,000 or annual totals below $150,000
- $25,000 bond: Single contracts $10,000–$25,000 or annual totals $150,000–$750,000
- $50,000 bond: Single contracts over $120,000 or annual totals exceeding $750,000

- Renewal Period: Annually (expires March 31)
- Renewal Fee: $90
- Late Penalty: $25 additional fee (April 1-30); $50 reinstatement if expired
- Grace Period: 30 days after expiration
Scope of Work
Registered home elevation contractors may perform structural elevation of residential properties to meet flood elevation requirements, including raising foundations and relocating utilities.
Penalties for Non-Compliance
Performing home elevation work without proper registration is a violation of the Home Improvement and Home Elevation Contractor Licensing Act. Penalties include fines and enforcement action.
