New Hampshire Asbestos Abatement Entity License

The New Hampshire Department of Environmental Services (NHDES), Air Resources Division, issues the Asbestos Abatement Entity license under RSA 141-E and Env-A 1800. This license authorizes a company to perform major asbestos abatement projects in New Hampshire.

What This License Authorizes

Licensed Asbestos Abatement Entities may perform major asbestos abatement projects including stripping, encapsulating, or enclosing asbestos-containing materials (ACM) in public and private residential, industrial, and commercial buildings, structures, and equipment throughout New Hampshire.

Requirements

Applicants must demonstrate that they employ or contract with certified asbestos abatement workers and supervisors. All workers on asbestos abatement projects must hold individual NHDES certifications. The entity must maintain appropriate insurance coverage.

Fees

  • Application Fee: $1,000
  • Renewal Fee: $750

Processing Time

RSA 541-A allows up to 120 days for application processing. Fees for asbestos notifications and applications increased effective January 1, 2026.

Insurance Requirements

  • General Liability Insurance: Required with asbestos-specific coverage
  • Workers' Compensation: Required for all employees

Renewal Process

  • Renewal Period: Every 2 years
  • Renewal Fee: $750
  • Process: Submit renewal application with updated insurance certificates and current worker/supervisor certification documentation

Consequences of Operating Without a License

Performing asbestos abatement without a valid NHDES license violates RSA 141-E and Env-A 1800. Penalties include significant fines, project stop-work orders, and potential criminal charges. NHDES actively investigates complaints and enforces asbestos regulations.
