Kansas Lead Renovation Firm License (RRP)
The Kansas Department of Health and Environment (KDHE) issues Lead Renovation Firm licenses for Kansas's EPA-authorized Renovation, Repair, and Painting (RRP) program. Any firm disturbing lead-based paint in pre-1978 housing or child-occupied facilities in Kansas must hold a valid KDHE firm license or face federal EPA enforcement and state administrative penalties.
Firms With Direct Renovation Employees Must List Certified Renovators
Firms whose employees directly perform renovation activities must employ at least one Certified Renovator and list all such renovators on Form KS300. Firms that exclusively use subcontractors to perform all renovation work — with no direct employees performing the renovation — may apply for a firm license using the KS300's general contractor bypass provision.
Certified Renovators must hold a current certification in EPA-accredited lead-safe work practices. If more than one year has passed since initial training, the renovator must complete a refresher course before performing regulated work.
Application: $200 Fee; Renewal: $100 — Process Takes 5–7 Business Days
The initial application fee is $200; renewal is $100. Submit Form KS300 to KDHE at kdhe.ks.gov/435/Applications-Forms. Processing for complete applications generally takes 5–7 business days but may extend up to 30 days during peak renewal periods. Incomplete applications must be supplemented within 30 days of KDHE's notification.
Kansas Administers Its Own EPA-Authorized RRP Program
KDHE administers Kansas's RRP program under EPA authorization, operating independently of the federal EPA program. Licenses follow a 5-year term consistent with the federal program floor (40 CFR 745.89). Renew by submitting Form KS300 with the renewal fee before expiration.
Unlicensed RRP Work Triggers Federal and State Penalties
Performing renovation work on pre-1978 housing in Kansas without a valid KDHE firm license exposes the firm to federal EPA enforcement action and Kansas state administrative penalties. Kansas enforces its program independently — federal authorization does not substitute for a KDHE firm license.
