Kansas Roofing Contractor Registration

The Kansas Attorney General's Roofing Registration Unit administers the Kansas Roofing Registration Act (KRRA), which requires every person or business providing roofing services in Kansas to hold a valid registration certificate. This is one of the few state-level contractor registrations in Kansas, as the state does not have a general contractor license.

What This Registration Authorizes

A valid roofing contractor registration certificate authorizes the holder to provide commercial and residential roofing services for a fee anywhere in Kansas. This includes roof repair, replacement, and installation.

Insurance Requirements

  • General Liability Insurance: Minimum $500,000, with the Office of the Kansas Attorney General listed as certificate holder
  • Workers' Compensation: Required unless the contractor qualifies for an exemption (affidavit of exemption or proof of self-insurance must be provided)

Application Requirements

Applicants must submit a completed application along with a certificate of liability insurance, workers' compensation certificate or exemption affidavit, a current tax clearance certificate from the Kansas Department of Revenue, and a government-issued photo ID. Businesses must be registered with the Kansas Secretary of State prior to applying (sole proprietors are exempt from this requirement).

Fees

  • Application Fee: $250 (prorated to $125 for applications submitted between January 1 and April 30)
  • Annual Renewal Fee: $250

Renewal Process

  • Renewal Period: Annual — certificates expire on June 30 each year
  • Renewal Deadline: On or before July 1
  • No Continuing Education Required: Maintain current insurance and tax clearance throughout the registration period.

Consequences of Operating Without Registration

Providing roofing services in Kansas without a valid registration certificate is illegal under the KRRA. Violations carry civil penalties of up to $10,000 per violation and are also considered deceptive or unconscionable acts under the Kansas Consumer Protection Act, which may result in additional enforcement actions. The Attorney General has banned contractors and imposed fines in past enforcement cases.
