Arkansas Restricted Commercial Contractor License


The Arkansas Contractors Licensing Board (ACLB) issues the Restricted Commercial Contractor license for contractors performing commercial work on projects valued between $50,000 and $750,000. This is an entry-level commercial license with a project value cap, ideal for smaller commercial operations.


What This License Authorizes


Restricted Commercial Contractors may perform general contracting work on commercial projects with a total value under $750,000. This includes office renovations, small retail buildouts, and similar commercial construction. Projects exceeding $750,000 require a full (unrestricted) commercial license.


Application Requirements


  • Application Fee: $100 (non-refundable)
  • Examination: Must pass the Arkansas Business and Law exam administered by Prometric (exam fee: $84)
  • Financial Statement: Compiled Financial Statement required (less stringent than the audited statement needed for full commercial)
  • Business References: Three non-supplier or banker references required

Bond and Insurance Requirements


  • Surety Bond: $10,000 bond required, filed with the ACLB
  • General Liability Insurance: Certificate of insurance in the business name required
  • Workers' Compensation: Required if you have employees

Renewal Process


  • Renewal Period: Every 2 years (biennial)
  • Renewal Fee: $50
  • Late Fee: $100 if renewal is not completed by the expiration date
  • No Continuing Education Required: Maintain current bond, insurance, and financial statements.

Upgrading to Full Commercial


Contractors wishing to upgrade from restricted to full commercial must submit an Audited or Reviewed Financial Statement from a CPA and may need to demonstrate additional experience or financial capacity.


Consequences of Operating Without a License


Performing commercial work exceeding $50,000 without a valid ACLB license is a Class A misdemeanor. Fines range from $100 to $200 per offense, with each day of unlicensed work counting as a separate violation.
