Wisconsin Asbestos Abatement Contractor Certification


Any business that performs, offers, or advertises asbestos removal, encapsulation, enclosure, or air sampling in Wisconsin must hold a DHS-issued company certification under Wisconsin Admin Code DHS 159 (Wis. Stat. § 254.20) before starting or bidding covered work.


Two company certification tiers — full scope or exterior only


Wisconsin certifies companies at two levels. The Asbestos Company covers all abatement and related services — $400 for initial certification and each renewal (primary office); satellite offices and the lighter Exterior Asbestos Company tier carry reduced fees per DHS 159.16(1).


Apply through DHS's WALDO online system. The department acts on complete applications within 30 calendar days.


Every crew member needs individual DHS certification


Company certification does not substitute for individual credentials. Every crew member must hold at minimum an Asbestos Worker certification (4-day initial course; 1-day annual refresher). Every project must have at least one Asbestos Supervisor on-site (5-day initial course; 1-day annual refresher). Wisconsin certifies seven disciplines under DHS 159.12(4)(a); all training must come from DHS-accredited providers following AHERA curriculum standards. Individual certifications are valid for 12 months — annual refresher training is required to maintain eligibility.


File two pre-project notifications


Wisconsin's dual-agency system requires separate filings before most abatement projects:


DHS notification (Form F-00041): Required when removing more than 3 sq ft or 3 linear ft of friable ACM, or more than 160 sq ft / 260 linear ft / 35 cu ft of non-friable ACM. File at least 2 working days before start. Standard and expedited fees apply per DHS 159.20(7); submit via WALDO or mail Form F-00041.


DNR notification (NR 447): Required for all demolitions of regulated facilities and renovation projects meeting RACM thresholds. File at least 10 working days before start via DNR's ARDN system; fees vary by project scope under NR 447.


Penalties: two separate enforcement tracks


DHS certification violations (DHS 159.45 / Wis. Stat. § 254.20): civil forfeiture of $25–$100 per day per violation. Enforcement actions include stop-work orders, certification suspension, and revocation.


DNR/NESHAP violations (Wis. Stat. § 285.87 / NR 447): forfeitures up to $25,000 per violation plus up to 6 months imprisonment — these apply to the air quality enforcement track, not the DHS certification track.
