Pass Two Exams Before the CLB Issues the Multifamily Contractor License
The Multifamily Contractor license — for construction, repair, or improvement of structures containing two or more contiguous residential units — requires passing two exams before the WV Contractor Licensing Board will issue it. Both are administered by Prov, Inc. (866-720-7768, provexam.com):
- Multifamily Contractor trade exam — 75 questions, 3 hours, 70% passing score
- Contractor Licensing Act exam — 90 questions, 3 hours, 70% passing score
Both exams cost $59.95 each and are scheduled through Prov, Inc.
Annual $90 Fee — $25 Late Fee After 15 Days, Reapplication After 90-Day Lapse
The CLB charges $90 for both initial application and annual renewal. A $25 late fee applies if renewal arrives more than 15 days after the expiration date. WV Code §30-42-13 bars renewal if the license has lapsed for 90 days or more — at that point you must reapply and satisfy all exam requirements again. No continuing education is required for routine renewal.
Wage Bond and Workers' Compensation Required if You Have Employees
WV Code §30-42-5(e)(3) requires compliance with the wage bond requirements of §21-5-14 for any construction work with employees. The wage bond amount varies with payroll — it equals four weeks of gross payroll at full capacity plus 15%. If you have employees other than yourself, partners, members, or officers, workers' compensation and unemployment coverage is also required.
Fines of $200–$1,000 Escalate to Misdemeanor After a Cease and Desist Order
The CLB may impose administrative fines of $200–$1,000 for contracting without a license. On projects of $25,000 or more, an additional daily penalty of up to $200 may apply. After a cease and desist order under §30-42-14, violations escalate to misdemeanor, with fines up to $5,000 and possible jail time.
