West Virginia General Engineering Contractor License (Class A)


The West Virginia Contractor Licensing Board issues the Class A General Engineering Contractor license for contractors performing heavy civil and engineering construction work, including highways, bridges, utilities, and infrastructure projects.


What This License Authorizes


General Engineering Contractors may perform construction work requiring specialized engineering knowledge and skill, including grading, paving, trenching, underground utilities, bridges, dams, and other infrastructure projects. This classification covers work that is primarily fixed in nature.


Examination Requirements


Applicants must pass two examinations:

  • General Engineering Trade Exam: Covers civil engineering construction methods, safety, and project management.
  • West Virginia Business and Law Exam: 50 questions, 3 hours, 70% passing score required.

Bond and Insurance Requirements


  • Surety Bond: $12,000 contractor license bond required
  • Workers' Compensation: Required if you have employees

  • No Continuing Education Required: Must remain in good standing with state agencies.
  • Lapse Warning: A license expired for 90 days or more cannot be renewed and requires reapplication.

Consequences of Operating Without a License


Administrative penalties of $200 to $1,000 for unlicensed contracting. For projects of $25,000 or more, additional penalties of up to $200 per day. Continued violations after a cease and desist order are a misdemeanor with escalating fines and potential jail time.
