Installing Manufactured Homes in West Virginia Requires Two Separate Licenses


Installing manufactured homes in West Virginia requires a Contractor License with the Manufactured Home Installation classification from the WV Contractor Licensing Board and a Contractor/Installer license from the WV Board of Manufactured Housing Construction and Safety. Both licenses are required before you can legally begin any installation.


CLB License: $90 Annually, $25 Late Fee After 15 Days, Reapply After 90-Day Lapse


Apply for the Manufactured Home Installation classification through the CLB application guide at wvclboard.wv.gov/account/guide.asp. The CLB charges $90 for initial application and annual renewal, with a $25 late fee if the CLB renewal arrives more than 15 days after the expiration date. A CLB license lapsed for 90 days or more cannot be renewed — you must reapply. Workers' compensation coverage is required for any employees.


Board of Manufactured Housing: $125 Fee Waived If Already CLB-Licensed, Expires June 30


The Board of Manufactured Housing charges $125 per year for the Contractor/Installer license — waived if you are already properly licensed through the CLB. Apply at labor.wv.gov/manufactured-housing/contractor-installer-information. Licenses expire June 30 annually. The bond amount is set by board rules — in practice, contractors satisfy this by paying the annual $500 Recovery Fund assessment under WV Code §21-9-10.


Every Installation Must Follow One of Three Accepted Standards


Each manufactured home installation must comply with one of:


  • The manufacturer's installation instructions
  • 24 CFR Part 3285 (the federal HUD Model Manufactured Home Installation Standards)
  • A design certified in writing by a registered professional engineer or architect before installation begins

Violations of WV Code §21-9 and §30-42 Carry Fines and Cease and Desist Orders


Installing without the required CLB license or the manufactured housing board license violates WV Code §21-9 and §30-42. The Board may issue fines and cease and desist orders.
