Scope: Residential HVAC and Small Commercial Work
West Virginia's HVAC Residential Technician certification, issued by the Commissioner of Labor under WV Code Chapter 21-16, authorizes work on residential HVAC systems and on commercial locations up to 5,000 square feet where no fire damper is required. The credential does not cover packaged rooftop units — those require a separate HVAC Contractor license.
Fees and Renewal
Both the initial certification and annual renewal cost $50, payable to the Division of Labor. Certifications expire annually. If renewal payment arrives more than 15 days after the expiration date, a $25 late fee applies. No continuing education requirement appears in current state rules.
Examination and Experience
Applicants must pass a residential HVAC exam administered by ProV, Inc. (provexam.com, 866-720-7768). The Division of Labor also requires documentation of HVAC experience — confirm current experience documentation requirements at the Division's HVAC certification page before scheduling your exam.
Working Without a Certification
Performing HVAC work without a valid certification violates WV Code §21-16-8. The Commissioner may issue a cease-and-desist order; continuing after that notice triggers tiered fines: first offense $200–$1,000; second $500–$2,000; third and subsequent violations $1,000–$5,000 per day.
