Oregon Commercial Specialty Contractor (Level 2) License


Oregon's Construction Contractors Board (CCB) uses Commercial Specialty Contractor Level 2 (CSC2) as one of its commercial endorsements. The current CCB endorsement chart says Level 1 and Level 2 commercial specialty contractors can perform the same work; the main differences are experience and the bond/insurance minimums.


What This License Authorizes


Commercial specialty contractors perform work involving one or two unrelated building trades for small or large commercial projects. The building trades may change from job to job, but the endorsement is narrower than a commercial general contractor classification.


Level 2 Threshold


  • Experience: The current endorsement chart says a Level 2 contractor must have 4 years of qualifying construction experience
  • Scope: Level 2 is not a separate small-project-only specialty endorsement; the CCB chart says Level 1 and Level 2 can perform the same work
  • Financial requirements: Level 2 carries lower bond and insurance minimums than Level 1

Bond and Insurance Requirements


  • Surety bond: $25,000 commercial bond
  • General liability insurance: $500,000 per occurrence
  • Workers' compensation: Required when the business has employees

Licensing and Renewal


  • Pre-license training and exam: The current CCB licensing page says the Responsible Managing Individual must complete at least 16 hours of pre-license training from an approved provider and pass the Oregon contractor exam, unless a listed alternative qualification path applies
  • Initial application fee: $400 beginning July 1, 2025
  • Renewal period: Every 2 years
  • Renewal fee: $400

Continuing Education


Commercial contractors do have continuing education obligations in Oregon.


  • Level 2 commercial contractors: The CCB says Level 2 commercial general or specialty contractors need 32 hours of education completed by key employees every two years
  • Recordkeeping: Contractors certify compliance at renewal and may be audited for records from the prior two-year cycle

Compliance Risk


The CCB compliance page says the agency investigates unlicensed contracting, work performed without the proper endorsement, and work performed without the required bond or liability insurance.
