Oregon Residential Developer License


The Oregon Construction Contractors Board (CCB) issues the Residential Developer license for entities that build or arrange for construction of residential structures intended for sale. This category applies to developers who sell newly built homes rather than acting purely as a contractor for hire.


What This License Authorizes


Residential Developers may oversee and coordinate the construction of residential structures for the purpose of selling those structures. Developers typically subcontract all construction work to licensed contractors rather than performing the work themselves.


Bond and Insurance Requirements


  • Surety Bond: $25,000 bond required, filed with the CCB
  • General Liability Insurance: Minimum $500,000 per occurrence required
  • Workers' Compensation: Required for any direct employees

Training and Examination


Unlike other CCB license categories, the Residential Developer classification does not require the 16-hour pre-license training course or a trade examination. However, basic business law and consumer protection knowledge is expected, and applicants should review the CCB's licensing materials.

Consequences of Operating Without a License


Developing and selling residential property without a valid CCB license is a Class A misdemeanor in Oregon, with fines up to $5,000 per offense. Unlicensed developers may not file construction liens and cannot legally pursue payment disputes in Oregon courts.
