Oregon CCB Commercial Developer License
Oregon's Commercial Developer license, issued by the Oregon Construction Contractors Board (CCB), authorizes businesses to arrange, coordinate, and sell commercial real property developments — office buildings, retail spaces, warehouses, and mixed-use projects — without self-performing construction work. Developers in this category hire licensed subcontractors to execute the build.
Requirements at a glance
- Bond: $25,000 surety bond filed with the CCB
- General liability insurance: $500,000 per occurrence minimum
- Workers' compensation: Required for any direct employees (sole proprietors and all-family businesses are exempt per CCB rules)
- Pre-license training / exam: Not required — Commercial Developer is explicitly exempt
- Continuing education: Not required — Developers are exempt from CCB CE requirements
Fees
- Application fee: $400 (current as of July 1, 2025)
- Renewal fee: $400 every 2 years
License scope
The CCB defines this category as: "Arranges development/improvement for small or large commercial property with the intent to sell the property. Does NOT perform any construction work on the property." If your company self-performs trade work on commercial projects, you need a different CCB endorsement (Commercial General Contractor or a specialty class).
Penalties for unlicensed operation
Operating without a valid CCB license is a Class A misdemeanor (ORS 701.990), carrying criminal fines up to $6,250 (ORS 161.635). Separately, the CCB may impose civil penalties of up to $5,000 per offense (ORS 701.992). Unlicensed developers also forfeit construction lien rights and cannot use Oregon courts to collect payment for their work (ORS 701.131).
