NYC 40-Hour Site Safety Training (Local Law 196)


New York City Local Law 196 requires all workers on major NYC construction sites (buildings 10+ floors or full demolition of buildings 7+ floors) to complete a 40-hour Site Safety Training (SST) course. This is one of the most stringent construction safety training requirements in the nation.


Requirements:

  • Workers: 40-hour SST course (includes OSHA 30-Hour as a component, plus NYC-specific safety modules)
  • Site Safety Managers: Additional 62-hour SST course
  • SST cards issued by NYC DOB
  • Cards expire every 5 years and must be renewed

Key Points:

  • The 40-hour SST is the primary requirement — OSHA 30-Hour alone is NOT sufficient
  • OSHA 10-Hour is NOT sufficient for NYC sites
  • Applies to all construction sites requiring a Site Safety Plan, Site Safety Manager, or Construction Superintendent
  • Training must be completed at a NYC DOB-approved training provider
  • GCs are responsible for verifying all workers have valid SST cards
  • Phased enforcement since March 2018, now fully enforced
