    File through New York City Department of Buildings (DOB) and pay the $240.00 renewal fee once the supporting proof is ready.

Who Must Register


Anyone conducting business as a general contractor in New York City must hold a DOB General Contractor Registration before pulling permits or breaking ground. New York State issues no statewide GC license — the DOB registration is the governing credential for NYC work. Contractors who build one-, two-, or three-family homes and contractors obtaining New Building permits fall squarely within this requirement under NYC Administrative Code § 28-418.


Application Requirements


The DOB evaluates four elements before issuing a registration:


  • General liability insurance: minimum $1,000,000 per occurrence
  • Workers' compensation and disability insurance: compliance with the Workers' Compensation Law and Disability Benefits Law required
  • Operating capital: bank statements must show at least $25,000 ending balance
  • Notarized application: submitted through the DOB NOW portal with government-issued photo ID

Submit all documents in PDF format through DOB NOW with the $300 application fee.


Renewal


Registrations expire on the third anniversary of issuance. Renew through DOB NOW before expiration to avoid the $50 late fee. The triennial renewal fee is $240. Submit renewal 30 to 90 days before expiration; late submissions trigger the penalty and may lapse your ability to pull permits while the renewal is pending.


Penalties for Unregistered Work


The DOB treats unregistered contracting as an unlawful act. Consequences include stop-work orders, civil penalties issued through OATH (Office of Administrative Trials and Hearings), and suspension of permit-pulling privileges. Violations are posted publicly on the DOB's enforcement records. Continuing to operate after a stop-work order compounds penalties significantly.
