New York Asbestos Handler / Supervisor Certificates

New York does not use one generic asbestos worker credential. The Department of Labor's Asbestos Control Bureau separates the handler and supervisor certificates, and the fee and training record depend on which role the person will actually perform on the project.

Which certificate fits the role

  • Handler is the worker certificate for people performing asbestos abatement under supervision
  • Supervisor is the higher certificate used for the person running the asbestos operation in the field
  • Contractors often need to plan for both because Rule 56 projects require the right mix of certified people onsite

What the state instructions require

  • Use the SH 442 asbestos certificate instructions for new and renewal filings
  • The initial or annual refresher course used for the filing must be current when the application is submitted
  • The packet also points applicants to the required health and identification forms that support the certificate request

Fee model

  • Handler certificate fee: $50
  • Supervisor certificate fee: $75
  • The state treats this as a current-certificate problem more than a late-fee game, so the important planning item is keeping the refresher timing and health paperwork lined up before the certificate lapses

Why this route matters to contractors

This page is best used as a role-selection guide for the people working on a New York asbestos job. The contractor license, project notification, and worker certificate are all separate pieces of the compliance stack. If you are staffing a project, make sure the person is filing under the correct certificate class before you assume one flat fee or one training record covers everyone.

Compliance risk

The Asbestos Control Bureau enforces Labor Law Article 30 and Industrial Code Rule 56 statewide. In practice, the exposure starts when a worker or supervisor is onsite without the current certificate that matches the work being performed.
