Massachusetts Journeyman Plumber License
The Massachusetts Board of State Examiners of Plumbers and Gas Fitters issues the Journeyman Plumber license under M.G.L. c.142. A licensed Journeyman Plumber may perform plumbing work under the supervision of a licensed Master Plumber but may not independently contract for plumbing work or pull permits.
What This License Authorizes
Journeyman Plumbers may install, maintain, and repair plumbing systems when working under the supervision of a licensed Master Plumber. Journeymen may not independently pull plumbing permits; that authority belongs to the Master Plumber.
Requirements
- Examination: Must pass the Massachusetts journeyman plumber exam administered by the Board.
- Experience: Apprenticeship or equivalent experience as required by the Board.
- Insurance: Massachusetts law (M.G.L. c.142 §21A) requires permit applicants — typically the Master Plumber — to maintain liability insurance. Journeymen working as employees under a licensed master typically are not required to maintain separate contractor liability coverage. Verify with the Board.
Continuing Education
M.G.L. c.142 §6A requires Journeyman Plumbers to complete continuing education as determined by the Board. The specific number of hours is established in 248 CMR board regulations, not the statute. Contact the Board of State Examiners of Plumbers and Gas Fitters for the current CE hour requirement.
Fees
Application and renewal fees are set annually by the Massachusetts Commissioner of Administration under M.G.L. c.7 §3B. Current fees are not published in the statute. Contact the Board or visit mass.gov for the current fee schedule.
Renewal
- Renewal Period: Every 2 years (biennial; renew on or before May 1)
- Local Registration: Master Plumbers and Journeymen must also register with their local board of health or building inspector (fee capped at $20 per town) under M.G.L. c.142 §6.
Advancement
To advance to a Master Plumber license, a Journeyman must typically accumulate sufficient additional experience and pass the Master Plumber examination.
Penalties
Performing plumbing work without a valid license is subject to fines up to $500 per offense and potential criminal prosecution under M.G.L. c.142.
