Massachusetts Construction Supervisor License
The Board of Building Regulations and Standards (BBRS) issues Construction Supervisor Licenses required to supervise construction on buildings under 35,000 cubic feet. Larger structures require a Registered Design Professional (RDP) — not a CSL — so the CSL is specifically the credential for residential and smaller commercial work.
Choose the right license type
Unrestricted CSL covers all building types under 35,000 cubic feet: construction, reconstruction, alteration, repair, removal, and demolition.
Restricted (One- and Two-Family) is limited to one- and two-family dwellings and accessory buildings, with no size ceiling.
Specialty CSLs (masonry, roofing, insulation, and others) are available for contractors working within a defined trade scope.
How to qualify
To sit for the exam, you need 3 years of documented construction or design experience in the license category you're pursuing. The exam is administered by PSI. After passing, submit your score report and licensure application to the Division of Occupational Licensure.
Renewal is $100 every two years — with a 1-year grace window
Biennial renewal costs $100. After expiration, you have a 1-year grace period to renew at the standard $100 fee without penalty. If your license has been expired for 1–2 years, you can still renew for $200 total ($100 renewal + $100 additional fee). Expired over 2 years: you must retake the exam and reapply.
12 continuing education hours per cycle for unrestricted
Unrestricted CSL holders must complete 12 hours of CE per 2-year renewal cycle across all five required topics, with at least 1 hour each in:
- Code review
- Workplace safety
- Business practices / workers' compensation
- Energy
- Lead-safe practices
Restricted CSL holders need 10 hours; specialty CSL holders need 6 hours. All CE must be completed before renewal.
Penalties
Violating the state building code carries a fine of up to $1,000 per day (each day is a separate offense) and potential imprisonment up to 1 year, or both (MGL c. 143 §94).
