Massachusetts Home Improvement Contractor Registration


Register with the Office of Consumer Affairs and Business Regulation (OCABR) before performing residential improvement work in Massachusetts. The state chose a different consumer protection structure here: instead of requiring liability insurance, Massachusetts funds contractor accountability through a state-backed Guaranty Fund — which directly affects your registration cost.


What registration costs


Initial registration is $150. Biennial renewal is $100, plus a Guaranty Fund contribution based on company size:


  • Fewer than 4 employees: $100
  • 4–10 employees: $200
  • 11–30 employees: $300
  • More than 30 employees: $500

A sole proprietor pays $100 (base) + $100 (fund) = $200 total at registration and each renewal.


No insurance requirement under Chapter 142A


MGL Chapter 142A does not require general liability or workers' compensation insurance as a condition of HIC registration. Consumer protection runs through the Guaranty Fund — homeowners who win judgments can seek recovery there. Contractors commonly carry insurance for business reasons, but it is not a statutory prerequisite.


Written contracts are required above $1,000


Every residential contracting agreement above $1,000 must be in writing under MGL c. 142A §2. This is a legal obligation, not optional guidance.


Penalties for working unregistered


Administrative violations carry penalties up to $2,000 per violation under MGL c. 142A §18. Criminal prosecution can result in a fine up to $5,000 or imprisonment up to 2 years, or both, under MGL c. 142A §19.
