Arizona General Commercial Contractor License (B-1)
The Arizona Registrar of Contractors (ROC) issues the B-1 General Commercial Contractor license. ROC classifies commercial contracting as work other than residential contracting, and the B-1 classification is one of its broad commercial-building licenses.
Scope of Work
ROC's license-classifications page says the B-1 General Commercial Contractor may construct, alter, and repair structures built for the support, shelter, or enclosure of persons, animals, or movable property. ROC also says electrical, plumbing, air conditioning, boiler, swimming-pool, spa, and water-well work must be subcontracted to appropriately licensed specialty contractors.
Application Requirements
- Experience: ROC's classification-requirements bulletin lists 4 years for the B-1 classification
- Exams: ROC's bulletin lists the Statutes and Rules Exam (SRE) and the trade exam for B-1. ROC's current applying-for-a-license guidance also says the B-1/B-2/KB-1/KB-2 classifications now use one combined exam and may accept the NASCLA Commercial General Building exam in place of the ROC trade exam when ROC criteria are met
- Background checks: ROC's application checklist says all persons named on the application must submit background checks
- Government ID: ROC's application checklist also requires copies of government-issued ID for all persons on the application
- Bond: ROC requires a completed bond, and the bond amount varies by annual Arizona volume
- Application fee: ROC's fee page lists $200 application + $580 license = $780 total for General Commercial classifications
Bonding and Renewal
- Bond amount: ROC's bond materials place Class A and B general commercial contractors on a variable bond schedule from $5,000 to $100,000 based on Arizona annual volume
- Renewal period: Every 2 years
- Renewal fee: $580
- Late renewal fee: ROC's renewal checklist states a $50 fee for late renewal
- Workers' compensation: ROC's renewal checklist requires a workers' compensation policy number and issuing company for licensees with employees, or the appropriate exemption if there are no employees
- Bond status: ROC says the bond must stay active and cover the annual volume shown on the license
Compliance Risk
Arizona treats contracting without a required ROC license as a Class 1 misdemeanor under A.R.S. § 32-1164. ROC's public materials also say the agency cannot renew a license unless the bond is in full force and effect.
