Arizona Swimming Pool Contractor License (B-5)
Arizona pool builders usually mean ROC's B-5 General Swimming Pool Contractor license when they ask about a statewide pool license. The key issue is scope. B-5 follows ROC's general residential fee track, the bond amount varies with annual volume, and the classification covers pool and spa work itself rather than every surrounding structure on the project.
What the B-5 scope actually includes
ROC's license-classifications page says B-5 allows the licensee to construct and repair swimming pools and spas. ROC also includes code-required pool barriers and utilities from the point of service to the pool equipment. Construction of other structures or appurtenances sits outside this scope, which is where contractors can misread a full backyard project.
What ROC checks on the application
ROC's classification-requirements bulletin lists 4 years of experience for B-5. Applicants also have to pass the SRE and the B-5 trade exam, submit background-check materials for the people named on the filing, and provide a bond sized to the license's annual Arizona volume. ROC also expects current workers' compensation information or the correct exemption.
The current general residential fee schedule totals $870, made up of a $180 application fee, a $320 license fee, and a $370 recovery-fund assessment.
Renewal and bond handling
B-5 renews every 2 years. ROC's current general-residential renewal schedule totals $590 for that cycle, and the renewal checklist adds a $50 late-renewal fee. The bond has to stay active at the right annual-volume amount, and businesses with employees still need current workers' compensation information on file at renewal.
Why the scope question matters
Arizona requires a ROC license when the job needs a permit or when labor and materials exceed $1,000. Unlicensed contracting is a Class 1 misdemeanor under A.R.S. § 32-1164. On pool projects, the usual mistake is assuming B-5 covers every surrounding improvement. ROC's published scope is narrower than that, so the full job still has to match the right license mix.
