Washington Specialty Contractor Registration (Painting/Wallcovering)
Washington State requires painting and wallcovering contractors to register as specialty contractors with the Department of Labor & Industries (L&I).
Requirements
- Bond: $15,000 contractor surety bond required (increased from $12,000 effective July 1, 2025)
- Insurance: General liability insurance required
- Workers' Comp: Industrial insurance through L&I or self-insured
- Business License: Valid Washington UBI number required
- Application Fee: $141.10

Scope of Work
Registered painting/wallcovering specialty contractors may perform interior and exterior painting, staining, wallpapering, and related finishing work on residential and commercial properties.
Recent Changes
Specialty contractor bond amount increased from $12,000 to $15,000 effective July 1, 2025.
Penalties for Non-Compliance
Operating as an unregistered specialty contractor is a gross misdemeanor. Fines range from $5,000 for first offense to $10,000 for subsequent offenses.
