License Scope and Statutory Authority


The Illinois Department of Public Health (IDPH) licenses asbestos abatement contractors under the Asbestos Abatement Act (105 ILCS 105) and the Commercial and Public Building Asbestos Abatement Act (225 ILCS 207). A valid license is required to remove, encapsulate, or enclose asbestos-containing materials in schools, commercial buildings, and public structures anywhere in Illinois.


Applying: $750 in Two Stages


IDPH collects the application fee in two installments: $250 submitted with IL 482-0730 (the initial review fee), then an additional $500 license fee once the application passes review. The application must name a designated supervisor who already holds a valid IDPH asbestos supervisor's license — without that designation, IDPH will not process the contractor application.


Annual Renewal: File Before May 15, Fee $500


All contractor licenses expire on May 15 each year. Licenses issued after January 15 run to May 15 of the following year (77 Ill. Adm. Code Part 855 § 110(c)). The annual renewal fee is $500 per 77 IAC Part 855 § 110(e). Renewal applications must reach IDPH at least 30 days before expiration.

Insurance: $1,000,000 from an A.M. Best A-Rated Carrier


225 ILCS 207/45 requires a current certificate of liability insurance of at least $1,000,000 from a carrier rated at least A by A.M. Best. Workers' compensation coverage is separately required under the Illinois Workers' Compensation Act; IDPH will deny or suspend a license upon a Workers' Compensation Commission finding of non-compliance (105 ILCS 105/10a).


Penalties: $1,000 Per Day, Class A Misdemeanor


Unlicensed asbestos abatement is a Class A misdemeanor under 225 ILCS 207/40: $1,000 per day of violation plus up to 6 months imprisonment. IDPH may also impose civil penalties under 225 ILCS 207/55. Each day of unlicensed work is a separate offense.
