Illinois Plumbing Contractor Registration
The Illinois Department of Public Health (IDPH) registers plumbing contractors under the Illinois Plumbing License Law (225 ILCS 320). Plumbing contractors are any licensed plumber or apprentice plumber who performs work for another person, and all of them must register with the state and pay an annual fee.
Requirements
- Plumber of record: A valid Illinois plumbing license for the sole owner, a partner, an officer, or a manager/member, with a copy attached to the application. The license must be valid for at least 60 days after registration is issued. A plumber cannot be plumber of record for more than one company at a time.
- Insurance: Certificate of insurance naming IDPH as certificate holder: $100,000 general liability, $300,000 bodily injury, $50,000 property damage, and $500,000 workers' compensation. Contractors with no employees may elect to be exempt from workers' compensation by filing the Affidavit of No Employees.
- Bond: $20,000 surety/indemnification bond on the IDPH form, or a letter of credit in the same amount, per 225 ILCS 320/13.1
- Registration Fee: $150 per year
The examination and continuing education requirements apply to the individual plumber's license, not to the contractor registration. A Chicago-licensed plumber of record must also provide proof of four hours of approved continuing education taken after October 1 of the renewal year.

Penalties for Non-Compliance
Failing to display the correct plumbing license number or allowing shared use of license numbers can result in prosecution of a Class A misdemeanor, a fine of $1,000, and suspension or revocation of the license.
