Virginia Class B Contractor License
Class B covers mid-range contracting in Virginia: single contracts from $30,000 to $149,999, or annual construction volume from $250,000 to $999,999. The Board for Contractors at DPOR issues the license. Contracting in Class B territory without the license is a Class 1 misdemeanor — fines up to $2,500, up to 12 months in jail, and civil penalties up to $500 per day.
When Class B applies
Class B is the right license when a single contract runs $30,000–$149,999, or when annual construction volume falls between $250,000 and $999,999. Projects below $30,000 (and under $250,000 annually) use Class C; projects at $150,000 or more on a single contract, or over $1 million annually, require Class A.
Qualification requirements
The firm's Qualified Individual must meet all of these before DPOR issues the license:
- 3 years of experience in the specific classification or specialty
- $15,000 net worth or equity documented by financial statement or CPA review — or a $50,000 surety bond in the alternative
- Board examinations: Class B applicants must pass DPOR-required exams; verify the current exam structure with PSI (DPOR's testing vendor) before applying
- Pre-license education: Board-approved course required for the member of responsible management
Application fee: $405 ($380 base + $25 Recovery Fund contribution)
Renewal and reinstatement
Licenses renew every 24 months at $290 ($260 base + $30 Recovery Fund). Renew online through DPOR before the expiration date. If the license lapses more than 30 days, reinstatement is required — reinstatement costs $580 ($550 reinstatement fee + $30 Recovery Fund assessment) and requires demonstrating current qualification.
Upgrading to Class A
If projects start reaching $150,000 on a single contract, or annual volume approaches $1 million, plan for Class A. The upgrade adds a 5-year experience requirement, a $45,000 net worth floor (or $50,000 surety bond), and additional board examinations.
