Virginia Contractor License (Class A)
The Class A Contractor license is issued by the Virginia Board for Contractors under the Department of Professional and Occupational Regulation (DPOR). This is the highest tier license, required for the largest projects.
When Class A is Required
- Single contract or project value of $150,000 or more, OR
- Total construction work exceeding $1,000,000 in any 12-month period
Requirements
- Experience: Minimum 5 years of experience for the Qualified Individual
- Pre-License Education: 8 hours of Board-approved pre-license education
- Examinations: Must pass Advanced exam, General exam, and Virginia exam
- Financial: $45,000 minimum net worth/equity documented
- Insurance: General liability and workers' compensation are not mandated by DPOR for licensure, but are commonly carried and often required by project owners and general contractors
- Application Fee: $425 ($400 base + $25 Recovery Fund)
Renewal Information
- Renewal Period: Every 2 years
- Renewal Fee: $300 ($270 base + $30 Recovery Fund)
- Late Fee: $50 for late renewal
- Continuing Education: As required by Board regulations
License Structure
Virginia uses a three-tier system:
- Class A: $150,000+ per project or $1M+ annual volume
- Class B: $30,000-$149,999 per project
- Class C: Under $30,000 per project (or up to $150,000 for certain specialties)

Within each class, contractors select specific specialty classifications (e.g., building, electrical, plumbing, HVAC) that define the scope of permitted work.
