Vermont Asbestos Abatement Contractor Certification
Only firms certified by the Vermont Department of Health may perform asbestos abatement in the state. The certification covers companies — not individual workers — and applies to removal, encapsulation, and other abatement activities subject to Vermont's asbestos control regulations (18 V.S.A. Chapter 26) and federal NESHAP requirements.
Your Workers Must Have Current Training
Every worker and supervisor on an abatement job must hold up-to-date training from an accredited training provider before they set foot on the project. Required training includes both an initial discipline course (contractor/supervisor) and current refresher training — an expired refresher certificate disqualifies a worker from the project even if the firm is certified.
File a Permit Application 10 Working Days Before Work Begins
Before starting any abatement project, file a permit application with the Vermont Department of Health at least 10 working days in advance. Filing the application is how you satisfy the statutory notification requirement under 18 V.S.A. § 1333 — work cannot begin until the permit is issued.
Annual Certification Fee

Certification runs for one year and must be renewed annually through the Vermont Department of Health's licenses and permits portal at healthvermont.gov.
Enforcement
The Vermont Department of Health administers Vermont's asbestos program and handles all enforcement. Non-compliant firms are subject to enforcement action under state law; projects that also trigger federal NESHAP thresholds face parallel EPA enforcement.
