Pennsylvania Home Improvement Contractor Registration
Pennsylvania requires home improvement contractors to register with the Office of Attorney General under the Home Improvement Consumer Protection Act (HICPA). This is a registration, not a license - there is no exam requirement.
Important: Pennsylvania's Structure
Pennsylvania does NOT have a statewide general contractor license. The Home Improvement Contractor Registration is the primary state-level requirement. Individual municipalities (especially Philadelphia and Pittsburgh) have additional licensing requirements for specific trades.
Who Must Register
All contractors who perform at least $5,000 worth of home improvements per year must register. Exemptions include contractors earning less than $5,000 annually and large retailers with net worth over $50 million.
Requirements
- Insurance: Minimum $50,000 personal injury liability and $50,000 property damage coverage
- Registration Fee: $100 (biennial, effective March 2026)
- Business Information: Business type, name, address, FEIN
- Personal Information: SSN, driver's license, addresses for all owners/officers/partners

- Registration Number: Must be included in all advertisements, contracts, estimates, and proposals
Penalties for Non-Compliance
Unregistered contractors face fines of $1,000 or more. HICPA incorporates the Unfair Trade Practices and Consumer Protection Law, exposing violators to triple damages in civil lawsuits. Criminal home improvement fraud is a felony when the contract exceeds $2,000.
