Missouri Asbestos Abatement Contractor License


Missouri contractors that remove, encapsulate, or disturb asbestos-containing materials must register with the DNR Air Pollution Control Program before performing any abatement work. One DNR registration covers all projects statewide.


What Triggers the Requirement


Any firm employing workers who disturb regulated quantities of ACM — whether for demolition, renovation, or encapsulation — must hold a current DNR contractor registration before the project begins. Projects must also comply with EPA NESHAP notification requirements; the DNR administers NESHAP notification forms MO 780-1923 and MO 780-1986 alongside contractor registration.

  • Liability insurance required: Certificate of insurance must accompany the application

Training Requirements


Every employed supervisor must hold a Missouri certification number issued after completing EPA-accredited asbestos contractor/supervisor training (RSMo 643.225). Supervisors' Missouri certificate numbers are required on the registration form — the DNR will not issue the registration without them.


Penalties for Unlicensed Work


DNR can assess civil fines up to $10,000 per day per violation under RSMo 643.151 and 643.191. Projects started without a current registration face stop-work orders. All completed projects must retain NESHAP notification records.


How to Apply


Apply through the DNR Air Pollution Control Program at dnr.mo.gov/air/business-industry/asbestos using form MO 780-1224. Allow up to 30 days for processing. Submit liability insurance certificates and all employed supervisors' Missouri certification numbers with the application.
