Mississippi Commercial Heavy Construction Contractor License
An MSBOC Commercial Heavy Construction Contractor license is required to perform large-scale infrastructure work in Mississippi — pipelines, earthwork, paving, and industrial plant construction on projects over $50,000. The classification covers every Heavy Construction specialty trade, eliminating the need for separate licenses.
Covers Pipelines, Earthwork, Paving, and Plant Building
The Commercial Heavy Construction Contractor classification covers sewer, water, and gas pipeline construction, grading and excavation, paving, and plant building. As a major classification, it includes all specialty trades within the Heavy Construction category — you can self-perform any of these specialty scopes under a single MSBOC license.
$50,000 Net Worth and Insurance Before MSBOC Will Accept Your Application
- Net worth: $50,000 minimum, documented through CPA-reviewed and signed financial statements
- General liability: $300,000 per occurrence and $600,000 aggregate
- Workers' compensation: Required when you employ five or more workers
Two PSI Exams Before MSBOC Issues the License
Pass the Mississippi Law and Business Management exam and the Heavy Construction trade exam, both administered by PSI. A minimum score of 70% is required to pass. PSI provides the exam fee schedule in the Candidate Information Bulletin, which MSBOC sends to applicants after submission.
$400 a Year to Stay Active
Renew annually with MSBOC at $400. A $50 late fee applies if the license lapses — and you cannot legally bid or take on new commercial work while unlicensed.
Operating Without a License Is a Misdemeanor Under § 31-3-21
Performing heavy construction work in Mississippi without an active MSBOC license is a misdemeanor. Conviction under Miss. Code Ann. § 31-3-21 carries a fine up to $1,000 and/or imprisonment up to six months per offense.
