Florida Certified Roofing Contractor License


Florida's certified roofing license matters because it gives statewide scope in a trade where storm work, emergency restrictions, and insurance expectations make the details matter fast. The filing itself follows the familiar certified-contractor pattern, but roofing adds one CE topic that people miss and a penalty structure that gets more serious during state-of-emergency work.


What the application turns on


  • Experience: The roofing application uses the section 489.111 qualification paths, including the common 4-year worker or foreman path with at least 1 year as a foreman.
  • Fingerprints: DBPR requires electronic fingerprints for the initial certified-license application.
  • Insurance: Certified roofing contractors must maintain at least $100,000 public liability and $25,000 property damage coverage, plus workers' compensation compliance.
  • Financial responsibility: Applicants must either meet the required FICO-based standard or complete the board-approved financial-responsibility course.
  • Application fee by filing window: The packet uses the time-of-cycle filing schedule: $145 from September 1 of an odd year through April 30 of an even year, and $245 from May 1 of an even year through August 31 of an odd year.

Renewal and roofing-specific CE


  • Renewal cycle: Every 2 years, with current certified-contractor licenses renewing on August 31 of even-numbered years.
  • Renewal fee: The current certified-contractor renewal fee is $205, plus $50 when the license qualifies a business entity.
  • Continuing education: Roofing contractors complete 14 hours each renewal cycle.
  • Roofing-specific topic: The CE mix must include 1 hour of wind mitigation methodology in addition to the standard CILB topics.

Scope and enforcement


Certified roofing contractors may install, maintain, repair, alter, extend, and design roofing, waterproofing, and coating systems throughout Florida within the CILB-recognized roofing scope.


Florida's unlicensed-contracting statute is also more structured than the old scare-summary version. A first violation is generally a first-degree misdemeanor. Repeat violations and certain state-of-emergency roofing violations can escalate to felony exposure.
