LA County's Treasurer-Tax Collector business license program covers unincorporated areas plus the contracted cities of Malibu, Santa Clarita, and Westlake Village only — it does NOT apply to businesses inside the City of Los Angeles.
LAMC §21.06 requires a separate BTRC per business activity and per in-city location; per §21.06(a), a single registration certificate per business classification may cover all out-of-city locations of that same classification.
Out-of-city contractors performing work inside LA city limits must register by the second month of operation (per the Office of Finance Contractors Tax Compliance Guide). LAMC §21.00(i) defines 'engaged in business' by six independent triggers — the 7-working-days-per-year figure is one trigger floor, not a registration exemption. Operators must confirm nexus with the Office of Finance before assuming short on-site duration avoids registration.
California Gov. Code §4467 (AB 1379) adds a state Certified Access Specialist (CASp) fee to every renewal when business tax is due — collected by the Office of Finance on Line 11 of the renewal form.
