California Cal/OSHA Asbestos Contractor Registration


California treats asbestos registration as a separate Cal/OSHA requirement layered on top of the right CSLB authority. If the job involves 100 square feet or more of covered asbestos-containing construction material, the employer or contractor must register with the Asbestos Contractors' Registration Unit before the work starts.


What triggers registration


Cal/OSHA's registration FAQ says the rule applies when:


  • the work disturbs asbestos-containing construction material with asbestos content above 0.1% by weight
  • the work can release asbestos fibers into the air
  • the job involves 100 square feet or more of covered material at a single worksite

What Cal/OSHA expects in the application


Cal/OSHA says contractors and employers must document:


  • the correct CSLB asbestos license or certification, unless the applicant is an owner doing the work on its own property
  • workers' compensation coverage, even if the business currently has no employees
  • a supervisor with the right authority, experience, and asbestos training
  • Cal/OSHA-approved initial and annual refresher AHERA training for supervisors and workers
  • written asbestos operating procedures and the equipment needed for the work
  • health-insurance coverage or a trust account of $500 per employee for required medical examinations and monitoring, except where the FAQ says the exception applies

Fees and renewal


  • Initial registration fee: $350

  • Renewal review: Cal/OSHA says renewal looks at the registrant's compliance history over the previous year

California's Title 8 fee rule lists the application and renewal amounts directly. The regulations do not publish a simple flat late fee on the registration page, so contractors should not assume they can keep working after expiration while they sort it out.


How it fits with CSLB


CSLB's asbestos guidance says the Cal/OSHA registration works together with the contractor's asbestos authorization. A contractor may need the C-22 Asbestos Abatement classification or the older asbestos certification overlay, depending on how the business is set up and what scope of asbestos work it plans to contract for.


Bottom line


This page is really about the threshold that moves a contractor from ordinary construction work into a Cal/OSHA registration regime. If the project crosses that asbestos threshold, the contractor needs the right CSLB authority and an active Cal/OSHA registration before work starts.
