California DIR Public Works Contractor Registration


Since June 2014 (SB 854), all contractors and subcontractors bidding on or performing public works projects in California must register with the Department of Industrial Relations (DIR).


Who Must Register


  • All contractors and subcontractors bidding on public works projects valued at $25,000 or more (new construction, alteration, installation, demolition, or repair) or $15,000 or more (maintenance) — projects below these thresholds are exempt
  • Applies to both prime contractors and subcontractors at any tier

Requirements


  • CSLB License: Must hold a valid California contractor license
  • Workers' Compensation: Must carry workers' compensation insurance (no exemption allowed for public works)
  • Registration Fee: $400 annually

Renewal Information


  • Renewal Period: Annual (July 1 to June 30)
  • Renewal Fee: $400
  • Online Registration: Through the DIR Public Works portal at services.dir.ca.gov/pw (eCPR is the separate certified payroll records system)

Penalties for Non-Compliance


  • Civil penalty of $100 per day of unregistered work, capped at $8,000 per violation (Labor Code §1771.1)
  • Higher-tier contractors face up to $10,000 per violation for allowing unregistered subcontractors to work
  • Cannot be listed on any bid proposal
  • Awarding body faces penalties for contracting with unregistered contractors
  • Repeat violations: disqualification from public works for up to 12 months after two violations within 12 months

Prevailing Wage


Registered contractors must pay prevailing wages on public works projects and submit certified payroll records to the Labor Commissioner.
