California Concrete Contractor License (C-8)


The C-8 Concrete Contractor classification is one of the California licenses where the day-to-day rule matters as much as the headline scope. CSLB's classification language is straightforward, but the ongoing workers' compensation filing rule for active C-8 licenses is the part contractors most often miss.


What the C-8 license covers


CSLB says a C-8 contractor can:


  • form, pour, place, finish, and install specified mass, pavement, flat, and other concrete work
  • place and set screeds for pavements or flatwork

CSLB also says the class does not cover businesses whose sole work is plaster coatings or reinforcing-steel placement.


When the license is required


California's contractor threshold is still the practical test. CSLB says a license is generally required when:


  • the project requires a permit
  • the work uses employee labor
  • the total labor-and-material price is $1,000 or more

Licensing requirements


  • Experience: CSLB generally expects 4 years of journey-level or equivalent concrete experience for the qualifier
  • Exams: applicants usually take the Law and Business exam and the C-8 trade exam unless CSLB grants a waiver
  • Application fee: $450 for an original application with one classification
  • Initial license fee after approval: $200 for sole owners or $350 for non-sole owners
  • Bond: $25,000 contractor bond before issuance
  • Asbestos open-book exam: required before CSLB will issue the license

The C-8 workers' compensation rule


This is the part worth slowing down for. CSLB says all active C-8 Concrete contractors must keep a Certificate of Workers' Compensation Insurance or a valid Certification of Self-Insurance on file. Unlike many other classifications, an active C-8 license cannot rely on the standard "no employees" exemption.


Renewal and ongoing compliance


  • Renewal cycle: active licenses renew every 2 years
  • Timely active renewal: $450 for sole owners or $700 for non-sole owners
  • Late penalty: $225 for sole owners or $350 for non-sole owners
  • Delinquent total: $675 for sole owners or $1,050 for non-sole owners if the renewal is late
  • Continuing education: CSLB does not publish a general continuing-education requirement for C-8 renewals

Bottom line


Most California specialty-license pages can stop at scope, fees, and bond. C-8 should not. The classification is easy enough to understand, but the workers' compensation filing rule is what often controls whether the license stays usable in active status.
